Case Study: Costa Mesa, CA

Costa Mesa prides itself on being one of California's most transparent cities. In 2011, the push for transparency was elevated by a newly elected City Council and newly hired City CEO Thomas Hatch who wrote: “The City of Costa Mesa has pledged to be one of the most transparent government entities in the United States, believing that its citizens have the right to see how the public’s business is being conducted.” 


The primary goal established for the City’s Communications Division reflected the new push: “Ensure the public's business is being conducted in as transparent of a manner as possible.” To be successful, they realized they needed to develop a new website that utilized the latest technology. 


“Our old site started back in the Dark Ages of the Internet,” said Communications Director Bill Lobdell.
